Are you talking about the RGB LED on the back of the phone? If so, then no.

Second light you see is not a flash light, it's a RGB light. For the lighting armor case, this light turns on to make writing and logo on back of case light up in different colours. So yeah mobile has only 1 flash light

Not the RGB ... Iam talking about the flashlight. There are 2 leds but only one works if you put on the flash light ... I use to have HTC one M8 on which both the lets use to get on if I put the falsh light on which was much brighter.

Yes, that other led is the RGB LED. As amitgarde3 says, the only way to have it on is the casing for the phone.
You can try it by going to the Calculator and type in .12345+=
Then, Single Test.
Scroll all the way down, you will see the Aura and Bump Red/Blue/Green LED Test.
