Google Play system update stuck in October 2019!

Please tell us some basic information before asking for help:

  1. Model Name: ZS620KL
  2. Firmware Version: v99
  3. Rooted or not: Non-rooted
  4. Frequency of Occurrence: After a factory reset (and persists even after another reset).
  5. APP Name: Settings>Security and Lockscreen>Google Play system update

In addition to information above, please also provide as much details as you can, e.g., using scenario, what troubleshooting you've already done, screenshot, etc.

Even deactivating and clearing every Google Play/Services app it is still red.

If we try to update it manually, it says "already latest" even it being in Oct. 2019 version. (?)
