Brightness auto increase after lock-unlocking the phone

Settings :

adaptive brightness - off

always-on - off

lift to check phone - on

new notification - on

led indicator - on

Steps to reproduce :

1. Set brightness to 0%
2. lock phone
3. unlock manually/ notification/ call
4. brightness is increased however the value is shown as 0%

Occurrence frequency : 100%
