I can't unlock bootloader after relock

recently blocked the bootloader (I thought that to upgrade to the pie version I had to block the bootloader) I am in the official beta pie version and tried to unlock using the asus unlock tool but I am faced with the following message "network error or unknown error please try again later "I tried to unlock OEM in the developer options and it is grayed out.

I do not know what else to do

Version: ZD553KL

Rooted: no

Firmware version:WW-AOSP-16.0200.1907.19

App version:UnlockTool_9.1.0.0_171109_fulldpi_signed

If any ADM needs the Serial number or something, i will provide

Edit: I returned to stock 8.1 and I have the same problem

  4. Frequency of Occurrence: Always
  5. APP Name & APP Version (If your issue relates to the app): Unlock Device App
