Phone starts vibrating every other minute while charging and it's almost fully charged

I have noticed that when charging the phone, as soon as it's over 80% or something, it starts to do very short pauses. It stops charging for a millisecond and then starts again. Every time it does this, the phone vibrates and the animation that goes from the bottom to the top of the screen plays. It does this at every other percent, like at 80% then 82% then 85% etc. All the way up to 100%. There doesn't seem to be a loose connection because it doesn't happen when gently pulling the cable and usb c contact. It just happens randomly while holding the phone and the screen is on. The phone doesn't get hot and the charger doesn't get hot neither. But I have only seen this happen while using the stock wall charger and never while charging in the car. I have tried different cables too but same problem. Could it be the charger?
