Connect serial USB device

Detailed description:Model railroaders have used laptops to control their home or club layouts for years.
A well known and used Open software is JMRI - JAVA Model Railroad Interface.
The connection is using Windows, MAC or Linux with a USB device.
The NCE USB device uses a CP210x serial device made by Silicon Labs
but the Linux (Crotini) is not allowing the device.
The "Manage USB devices" in Settings only offers "HAMMER" which I found to mean the dock devices.
This is a popular device for micro controllers used in schools so I am wondering why it is not allowed.
Has anyone else found this to be allowed ?
