Zenpad 3s 10 netflix hd problem

Hi all as you see my widevine certificates is L1 but in netflix app shows L3 and only watching SD resolution ive contacted with netflix but they dont know what they are talking about I used to watch hd content what should I do any ideas Ive done all settings in netflix app also uninstalled and installed again no luck added netflix screen shot shows there as L3 and SD
