CPU fan running at 5300RPM in silent mode

Detailed description: The CPU fan speed runs at 5300 RPM both in battery as well as in AC power when I keep it in Silent, Performance or Turbo mode. Even after restarting my PC sometimes the CPU fan is at the same speed but the temperature is around 40 degree. If I see in the task manager the CPU utilization is also less. Can someone suggest why this occurs.
