can not open bootloader in the apk

I TRIED TO UNLOCK THE BOOTLOADER BY THE APP AND HE SAYS IT UNLOCK BUT WHEN I GO TO FASTBOOT IT IS LOCKED !!

Your device is a Tencent phone flashed to WW ROM which means that it has already been unlocked once. Our unlock tool only allow one unlock per device.
