If you are on A10 this has been recognised as a bug. Happens in every app.
On a9 is it the same Problem
Other game? Have you tried?
Not in my case. A9 was smooth in this aspect. After installing A10 I was immediately (opening the very first app) struck by this change in screen behaviour. It was a very significant change.
In all Games is the Problem
A9-A10 Same Problem
Problem in 60hz 90hz and 120hz
Graphic settings on Low, Medium and high Same Problem
In Others Apps have i No problems, only in games since I have the cell phone (November 2019)
Can you show that you have this glitch in a game that isn't COD or PUBG?

ok... that's very interesting. I've never seen this kind of glitch / flickering in multiple games (only COD & PUBG). And it's so weird that it's only happening to the gun and arms. Everything else seems unaffected. If you hadn't shown me several games, I wouldn't have believed that this could be caused by us. I will PM you with instructions on how to log your device
