Question regarding behavior of "battery background use restriction"

I've turned on background battery restriction for facebook, but it doesn't seem to work, i still get notifications, and it still seem to run in background.

It's... complicated. Many ways for the app developer to go around this limitation

But I believe what you really want is for the notifications to stop. The easiest way is to manage your notifications for facebook
