Hearthstone running only at 20 to 30 fps?

I'm playing Hearthstone and it is running only at around 20 to 30 fps. I've enabled x mode and have set the game to run at 60 fps in armory crate. Could anyone else confirm if they are having the same? I'd imagine that the game would have run at 60 fps at least. Device is an Ultimate edition phone on latest official firmware.

Hearthstone is capped at 30fps but can be set to 60 or higher.
